General Budget Support to Uganda

The first agreement on Norwegian budget support to Uganda of NOK 100 million covered the Ugandan financial years 2002/03 and 2003/04. The second agreement amounts to NOK 225 million and covers FYs 2004/05, 2005/06 and 2006/07.  The Norwegian budget support is earmarked the Poverty Action Fund which is an earmarking of public funds to education, health, water and sanitation, and the justice, law and order sector (JLOS).

The overall objective of the budget support is to support the Government of Uganda to implement its Poverty Eradication Action Plan (PEAP), and thereby contribute to achievement of the overall goal of the PEAP to reduce the incidence of poverty in Uganda to 10 percent by the year 2015. The PEAPIII (2004-2009) approved by the Cabinet on 4th November 2004 is grouped under five pillars: (1) Economic management, (2) Production, competitiveness and incomes (3) Security, conflict-resolution and disaster-management (4) Governance and (5) Human development. The expected outcome of budget support, contributing to the overall objective, is to enhance the GoU’s capacity to reduce poverty, and the expected immediate effects and outputs are improved aid effectiveness and positive changes in the financing and institutional framework for public spending and policy. The input is grants from donors’ budget support, policy dialogue and harmonisation efforts. Development partners and GoU jointly monitor progress through public expenditure reviews, annual reviews of public financial management systems, joint sector reviews, annual progress report in poverty reduction, and joint budget support appraisal missions.
