Justice, Law & Order

Norway has committed NOK 50 Million to support reforms and investments in the Justice, Law and Order Sector over a period of three years, 2009 - 2011. 

Norway recognises that the Justice, Law and Order Sector is important for the future development of democracy, rule of law and human rights in Uganda. It is also an important sector for fostering quick recovery of the post conflict areas especially of Northern Uganda. The sector has developed a five year Strategic Investment Plan (SIPII) that provides a policy framework as well as the priority areas for reform and investment for a period up to 2011, and this Plan is the basis for Norwegian support.

The JLOS sector mission is to enable all people to live in a safe and just society. The five sector medium term objectives are; to promote rule of law and due process; to enhance access to justice for all especially the poor and marginalised; to reduce incidence of crime and to promote safety of all persons and security of property; to foster human rights culture; and to enhance the sector's contribution to economic development.
